Firearms are carried mostly by the law enforcement and perimeter guard in cities, as well as the larger naval vessels. In frontier towns that have no refinery to speak of it is a closely monitored substance, and you would expect no more than a hand-full of guns per village at most.
The Mahi-Tahi currently have no method of manufacturing it, and very little understanding of it. A few individuals have traded for (or in some cases stolen) to inspect but they are even less common than in refugee frontier towns. They note that firearms are powerful weapons, but are convinced their wildly superior numbers are more than enough to drive away the colonists if the Chieftan ever decides to march.
